It's the right strategy to mix in some high percentage throws that have a chance to get you a first down on the down and distances he called them. Some combination of maybe Collins throwing with a little more zip on those than Angeli and Willis and Cook not making catches they should be making 95% of the time.

Like, when the ball left Collins hand for both throws I was happy with the play call, especially the 2nd down one to Willis. Can't be mad at Nixon that they were dropped.

He was throwing sideways and even those are still incomplete because the backup stinks. Run the ball and take 40 seconds a clip off. And he can call running plays trying to run for first downs to.
