Because some coaches are visiting HS Coaches, not recruits?
Technically they aren't allowed to speak with some of these kids. Offers have to go through the HS coach.

Could it be that all these coaches and staff aren't out on the road at the same time. The rules say the HC can designate who can go out and recruit from the support staff.
