Congratulate the guy and move on. I have been at my firm for a bit over a year. Since I have been here I have formally declined two offers of employment elsewhere. These were totally unsolicited offers made by people I have worked with in the past. I'm sure my boss would have been upset if I took one of those, matter of fact, I told him about the latest one and they made me a better offer to stay. He wasn't upset, he "gets it".
