The answer to that is - yes, his actions were legally adequate.  The PA code at the time read as follows:

By reporting to the persons in charge, Paterno met the legal requirement.  Paterno was not charged because he committed no chargeable offense, he would not have been charged if he lived because he had committed no chargeable offense.
