If it's a workable by-pass (481), I hope it's not too much of a compromise. If it's an unworkable by-pass or an off-highway diversion (like Shamokin Dam), not good. That could funnel North/West-South/East traffic off an expressway into signaled intersections and delays. Those who have gotten hijacked at Shamokin Dam trying to get to the DMV via Route 15 will know what I'm referring to.
