Is 4 to 8 inches considered heavy snow in the northeast?

I mean down South sure that is a blizzard but NYC should be able to handle 4 to 8’inches of snow pretty easily. Just be safe.

Northern nj might get 12 to 14.

Because I know you all care, I have been in brown out mode for about four hours. Three of my cable boxes work, but none of the TVs they are attached to do. The TV in my bedroom will turn on fine, but the box has no juice. 1 hour till game time. FML
