Does everybody on scholarship get an extra year of eligibility?

Another thread discussed if we expect the current SU seniors to return. Part of the thread discussed other SU players transferring and perhaps SU binging in a transter to play center. Can someone explain how the NCAA ruling will work. How does it effect scholarship limits? Can we expect even more movement in the transfer portal as players see how their playing time might get affected by enlarging rosters? i.e. a quality backup center sees how his pt might diminish as current sr stater decides to return and a highly rated center is coming in.

sr who stay get the yr but dont count towards limits the same way.. Srs who go play somewhere else count like any other scholie.
