Early signing period

It also looks like the early signing period getting moved up to December, might get moved up even farther (before the season?) based on the below quote.

NCAA passes expansive recruiting reforms

Big 12 commissioner Bob Bowlsby, who chairs the Division I Football Oversight Committee, said he expects the vote on a early signing period to pass.

"We have every expectation that the December date would be approved at the June meeting of the Collegiate Commissioners Association," Bowlsby said. "But I would be remiss if I didn't say we're going to continue to take a very close look at early signing dates. We know that approximately 70 percent of college football prospects make their decisions prior to the middle of the football season of their senior year. Those young people need to have an option available to them to terminate the recruitment process earlier than December."

Who would an earlier signing period advantage? Since this is the NCAA I assume the advantage goes to the existing hierarchy of top football schools but don't have any reasoning to back that up.

I think that we, and other schools in similar positions, could take advantage of having an early signing period. One example could be Josh Palmer from this most recent class. He committed to Cuse over the summer and would have been able to sign in December. Instead without the early signing period he decommitted in January and then committed to Tennessee less than two weeks later.
