Exactly!  There would be little to no R&D, we all know people who have jobs because of a relationship with an owner or executive, there would be no elaborate, ornate architecture, the list goes on and on.

Further, what is a waste to some is not a waste to others.  The military loves technology that actually works.  Most Russian and Chinese technology is far behind the U.S. and our allies.  The West believes and holds as true as possible to the sanctity of life, we can see the Russians, Chinese and North Koreans don't hold the same value, see Ukraine.

And to keep the spending in check, the U.S. government assures some accountability by buying weapons from the lowest bidder: ponder that for a few minutes! Not trying to get political, it really isn't political as both parties in the U.S. generally agree regarding the sanctity of life-thus the need an application of technology; the difference generally lies with the amounts needed for our country, at which point both parties fail to supply enough if you are the troops under fire...
