Yrs OKC not making him a UFA immediately cost him some millions.   And the agent not understanding the market a few weeks ago and passing on the qualifying offer cost him a few mill as well.    But there was still over a dozen teams in the league with over $8m in cap space when he signed and many teams with an MLE of $6 million to offer him.

I would say the bolded reasons is why he was not in the group of younger players getting contracts of $10+ million plus moving forward.

I will say that Harkless came very close to being squeezed out like Dion because he has had attitude issues as well and is inconsistent shooter.   But in the end Portland liked him enough, and Portland does not seem to be using "leverage" that well this offseason.
