My speculation--Staff is averse to a commitment without an official visit. Maybe the kid won't like the campus, maybe the academics are not a good fit, etc.

I have zero knowledge of the situation, but considering the scholarship situation, I can imagine there are a number of things to be considered.

it’s possible that people don’t want stuff they say to others, supposedly in confidence, leaked all over a public forum.
