Talked with the Georgia Tech ticket office today. Ended up buying an ACC package from them so I could get good seats for Syracuse on the first level. Should be able to more than recover cost of the package as they have home games with ND, Carolina and Louisville among others.
They also have single game tickets available in the second tier.

I can also tell you that tickets through the North Carolina State ticket office will not be available before mid-November.
North Carolina ticket office will not have Syracuse tickets available until December 6.
