A rule that specific was probably made in response to a specific incident.

I suppose the ban could be to protect players in practice from a head-on collision with a self-propelled mechanical apparatus, particularly some kind of homemade deal that could be heavier and faster than what the players would normally encounter. The placement in the middle of a list of mostly competition-related unethical practices is strange though.
