The Group is tasked with coming up with rules and mechanism to enforce the $20.5 million cap on athlete compensation and the ensuring that the future NIL payments are legitimate and not pay-for-play. IF the House Case Settlement is approved by the judge in April, the new system and these compliance rules will take effect on July 1.

As the article states: "Among the group’s toughest chores will be finding appropriate sanctions for those who violate the rules."

They will only enforce the rules on teams that are not in the top of the sec and the big whatever number
There are only three ADs from the sec/big (for now) so I am not so sure that they’ll be able to throw their weight around.

The courts have already ruled that they can't make rules that are different then the states have already made. And unless the federal government steps in the court ruling will stand no matter what that judge says.

Congress will need to pass preemptive legislation codifying the settlement.
 
Getting them to pass anything that takes away states rights isn't going to happen.
The Commerce Clause may be imposed. While States rights are very important, the Commerce Clause allows the Federal government to step in to smooth things over between the States and maintain some semblance to a fair system. This is not to say that this always works or is always fair, just that the Feds can step in.

With major college sports and conferences crossing State lines, the matter can fall squarely under the Commerce Clause.

And Senator Cruz, Chair of the Commerce Committee, has said he intends to draft and pass legislation on this.

If it's fair and reasonable for SU, then I am good with it. Though, with UT and TAMU covered under the SEC, I am not sure it will matter, time will tell.

Saben coach K Jb and many others are on board with solid rules and governance. Hopefully their thoughts are listened to.

Agreed, and there are always going to be programs that look to sidestep the rules regardless

Agreed.. this was my 1st thought as well. It’s not just the SEC though as many of the BIGxx will do bags as well and even schools in the ACC and Big12.

Especially when you could go spend it by hopping into the SUV that your impoverished aunt somehow just leased for you to use on campus...
