In the N.C. State Ville game, it appeared that both the wide out and the d back had the ball in the air at the same time.
The rules guy said the rule is that the first one to hit the ground is the winner. I always thought it was the receiver.

You're misinterpreting. The catch was in the end zone and the defender didn't touch the ball until the receiver had already planted his feet. The play, then, was already a dead ball because no further result could occur.

That isn't what the rules guy said. He said if both the defender and the receiver have the ball at the same time in the air, the first one to touch the ground has the ball. That is what he said.

Well, regardless of what he said and/or how you interpreted it, that's incorrect. From the NCAA rule book:

Complete Pass
ARTICLE 6. Any forward pass is complete when caught by a player of the passing team who is inbounds, and the ball continues in play unless completed in the opponent’s end zone or the pass has been caught simultaneously by opposing players. If a forward pass is caught simultaneously by opposing players inbounds, the ball becomes dead and belongs to the passing team.

That is what I thought. That is why I said I learned something. No where in that does it say anything about whose foot hits the ground first. Which is what the rules guy said. They ruled it incomplete in any case.
 
the WR caught the ball.. Never really saw a view that showed he controlled the ball though.
 
But if both players are in the air and possessed the ball is not caught inbounds yet. So if one touches down in bounds first they get possession. That seems to be the way the rule must interpreted right?
