Wisconsin lost at Ohio State for the game lost. That loss isn’t a big deal. I don’t think Oklahoma wins at Ohio State if they played a game there in the regular season this year.
I would say Wisconsin is better than Oklahoma if they beat Ohio State on a neutral field.
Oklahoma will get housed by any of these top 3 teams.

A neutral field win vs. OSU would be better than Oklahoma’s best wins (2x vs. Baylor), absolutely.

And you may be right about Wisconsin > Oklahoma

But I still don’t think it would be enough to leapfrog the Big XII champion with one loss.

This is their second time playing Ohio State. They lost by 31 the first time they played. Why would a Wisconsin win this time put them above OU? OU doesn't win pretty, but they win.

Ohio State has been a wagon the entire year. Destroying teams. Wisconsin played at Ohio State and it was a close game till Ohio State pulled away in the second half.
I don't think Oklahoma is that good.

After comparing the schedules head to head (Sooners vs. Badgers), your claim isn’t as crazy as I first thought. You have a point.

But should Wisconsin see out a victory, I just don’t see the committee having them leapfrog enough teams to place them into the top-4.
