cell phones using data plans suck because they dont have the proper infrastructure. thats not an SU problem thats a verizon/sprint carrier issue.. SU should demand they fix it as they have 15K of dedicated users in that area , SU needs to provide the proper place to add the tower infrastucture or perhaps kick in some money to get it done..
 
cell phones using wi fi .  this is an SU issue.  they have wireless thats being used all day on campus.  usually during game times the usage  will be dramatically different.  Most campuses have the free secure and the free guest.  I would say guest usage is not able to handle the loads of a game day crowd. thats an issue SU can resolve. Most people dont bother to switch over or dont because the system dies under load. This is even easier to fix, add some repeaters, etc..  but it comes at a direct cost to SU..  they dont need to handle 40K like the cell phone data probably only 1-5% would even bother switching over but it also would help SU directly on any given day  for under 100K they could add wireless broadband that would give fiber speed and handle the load easily..
