If those JUCO kids go on to a four year school they can be drafted after each year at the four year school. A kid who spends 2 years playing JUCO and 2 years playing major college, could potentially be drafted 5 times. The real difference between the basketball and baseball system is that the NCAA doesn't make baseball players give up their eligibility to go through the draft. It's great for the NBA, they know the drafted player has no leverage because he can't return to college.
