The article likens the 1 year restriction against competing for another school to which someone transfers as a “covenant not to compete.” Evidently, California law forbids such restrictions. With the likelihood that the US government is going to outlaw such non-compete clauses, it could mean that every transfer will result in immediate eligibility.
Get to December, your team isn’t going anywhere, transfer to a competitive school.
Use the NCAA free transfer after freshmen year, then move on again after sophomore year and be immediately eligible.

Link? California law is often an outlier. But I am skeptical that a statutory anti-non-compete prohibition would apply to educational (amateur) institutions where there is no "employer's interest" to protect.
