No. Offering a position as a walk on is exactly like saying "[w]e're not really interested in you, so don't waste your time." That's why I only said that we should do it if the coaches didn't want him (a.k.a. "we're not really interested in him.")

Yes, but if they don't want him, then I'm guessing that they don't think that he can improve the team. How about you?

This sounds a lot like telling the kid that he can enroll and try to walk on, or go to a smaller program (i.e. USF) and ask them for a scholly, which is literally exactly what I advocated.
