Where does the 30% you reference come from? I thought it was you could play in 4 games.
4 divided by 12 regular season games is 33%. 4 divided by 13 games with a bowl would be 30.7%.

Used to be you could play in 30% of regular season games as long as all the games were in the first half of the season, and apply for a medical if you got injured.

30% of 12 games = 3.6 games, rounded up to 4.

However, I think that rule was superseded by the new "You can play 4 games anytime" rule and redshirt, even if you're not injured.
