I think he is refering to people voting against Penn State which was the first domino. So he may be whining but he is right.

I think it may refer to the vote in summer 2011 against taking the ESPN deal. Although the story circulated is that Pitt, Rutgers and ND (why would they even have a vote?) also voted no.
