I see the NBA has been meeting on changing the draft rules to match the NHL?

That would change things up a bit.
 
these top draft picks are all getting well paid. how about they have to pay a buy out option draft day ?
 
NBA is looking for a way to create a draft system where all the good glamour teams get the top picks.
Screw the perpetual poorly run peasants of the league.
 
you can draft a kid and get to maintain his rights for 3 yrs before they have to sign or go back into the pool.

All correct by UD, but I'll add a little more context.

I would say the other key thing to add, is that players globally become automatically eligible to be drafted at 18. (give or take a few months - depends on your birthdate)

In the case of the NHL, if you are an American the automatic age eligibility will typically enter in the year before you enter college or after you completed one year in the NCAA.

But as UD notes those are only rights ... they never sign a contract with the NHL team while they are playing in the NCAA after being drafted. Once they sign a contract they are no longer eligible (as of now anyway)
