I looked at things from a further perspective of which teams have a player who while not there as of now could reasonably be the best by the time their career is over.

In terms of likelihood (highest to lowest):

Memphis - Ja Morant vs Conley / Gasol / Gasol : As discussed above

Dallas - Luka Doncic vs Dirk Nowitzki.    (Obviously its not close now, but Luka's peak seasons to date are arguably better than Dirk's)

Phoenix - Devin Booker has a chance.   Phoenix despite being in the league for a long time has no easily identifiable long term franchise player.   Booker 2 years away from being the franchise leading scorer.   In terms of quality the Suns greatest player is probably Steve Nash.

Charlotte - Lamelo Ball vs Kemba Walker?? - Not sure who the best Charlotte player ever is, and I'm not thinking it will end up being Lamelo Ball, but its not out of the question if he steps up his game.

Bradley Beal may end up as the Wizards leading franchise scorer by nearly 10,000 points if he plays out this contract in Washington.     But I can't see him being seen as greater as Unseld or Hayes.
