How has there not tampering when I read stories about player X being bought out, so he can sign with team "A"?

Generally in cases like that, the team that is buying the player out has already granted permission to them to discuss a new deal; like how Carmelo has been negotiating with teams for a month or two now despite being on the Bulls (I think?)

Yeah, I was going to follow up with that too. Tampering is clearly going on basically all the time. But I do think with buyout guys, they usually are granted permission since both sides know a buyout is coming.
