That's the NCAA program. Schools also have their own internal drug testing and policies. Don't know which one he fell under.

I'm pretty sure Phil thinks he can transfer out and the suspension wont take effect. He's pretty wrong about that.

Depends upon if it was an NCAA test and mandated suspension or if it was an SU test. If an SU test and suspension, he can transfer and not be suspended. But he'll still have to sit a year if it is a D1 school. D2 and he can play next fall.
