I agree with the author that University Compliance offices are put in a difficult situation, but the solution should be to cut the rules dramatically. I mean too much time is wasted chasing down a kid competing in a cross-country fun run or church hoops league while guys like Shapiro were being celebrated by the entire Miami administration. A third-party would have to be located within every institution in the country to be effective, as well as having hundreds of investigators policing HS and AAU programs.
 
What do you want to bet that if this ever happens, it will be outsourced to a company run by a guy who used to be in charge of compliance at some SEC school.
