I don't know if it'd even be an issue if we were talking about "The Fightin' Negroes" , or the " Resilient Jews", or the "Battling Italians", of so-and-so State U. However, there are reasons why you don't see many other groups represented as "mascots" for sports teams- they've always had advocates to guard their image when necessary. Native Americans lost most of their lobbying power when they lost their land, so its no wonder names like "Redskins" have stuck, with or without their consent.

OTOH, the PC Police suck. Everyone needs to calm down & not take themselves so seriously. These nicknames are used as an "honor" & not to denigrate. But who am I to decide how to "honor" someone else's heritage?

The NCAA is playing it safe (and hypocritical) by trying to close the "loopholes" just to keep everyone happy. I'm sure the vast majority have no problem with the names, but its the vocal minority (the squeaky wheel), that they're always afraid of.
In this case if the tribe hasn't agreed with the school, then change it. Nuff' said.
