All businesses do this. Studies have shown that people leave if they have not received a promotion for a few years so you get: 2nd VP, senior 2nd VP, associate VP , and finally executive VP of office supplies etc. More than half of VPs at my company have no people reporting to them which doesn't make a lot of sense but whatever.

So true. I worked at a company years ago that had a salary freeze, so everyone got meaningless promotions instead. Somehow I ended up with a title that was about fifteen words long and looked like a paragraph on a business card. They were going tits up anyway so I left, but I'm kinda disappointed I didn't get a chance to see what my new title would have been the following year - I might have needed 8.5 X 11 cards from that point on.
