Here is answer...as long as offense/defense it is okay and apparently more often than we think:

Yes they can. Because many college teams have more than 99 players it is common that a defensive and offensive player will have the same number. Numbers are not assigned by position in college, only in the NFL.

wow. i did not know this. it makes sense..unless they start going to fractional numbers

my guess is we dont see it that much because it is not too frequent that two players that actually play regularly would have the same number.
 
numbers are for people to keep track of players and for controlling where the line up. there is no reason you cant have duplicate numbers and its not an offense/defense thing either.
