His elbow may have hit the ground first. IMO he is most likely in but you cannot tell fo sho.
The whistle blew long before he actually got in the end zone. If it was too quick a whistle fine, and his elbow may have touched anyway. But the play was blown dead long before he reached out over the goal. If you're thinking that was a bad call, the issue was the whistle. That never is taken into account on the various replays.

The announcers said the whole reason they were reviewing it was because there was no whistle. He was in.
they were saying you couldn't tell when the whistle blew from the replay. There was absolutely a whistle live.

If there was a whistle then it would be down and no need to replay when/if he crossed the goal line, as that alone would've been the end of discussion. They said flat out there was no whistle and therefore could review if he got in or not. And when they called it no TD, they didn't say anything about a whistle, only they thought he didn't score.
