He was definitely in.
The announcers said the whole reason they were reviewing it was because there was no whistle. He was in.
If there was a whistle then it would be down and no need to replay when/if he crossed the goal line, as that alone would've been the end of discussion. They said flat out there was no whistle and therefore could review if he got in or not. And when they called it no TD, they didn't say anything about a whistle, only they thought he didn't score.they were saying you couldn't tell when the whistle blew from the replay. There was absolutely a whistle live.
