Yes, and no. If he had it to blindly throw around then "yes". If he had to justify overspending on unproven P-5 coaches then "no".
If he were to have identified a proven P-5 OC or a hot candidate from a non-P-5 program then I suspect that the necessary funds could be found.
 
Oklahoma brings in Lincoln Riley from ECU as OC. ECU's offense has been incredible under Riley. We need exactly that, there can be no dispute. Oh, we don't have the playmakers or talent for it? Please! And ECU does? Yes they do and so do we! Add a few hundred thousand to the budget and increase revenues that more than pay for it, along with making this team Big time bowl runners immediately! If by some crazy luck OU doesn't hire him, we know he will leave for the right money. Make the dang money right!
