NYS gives incentives too (Empire zones), there are just too many strings attached to make it worthwhile for most companies. NYS could have a much better economy than the legislators allow. Football has always been more important in Ohio than in NY. Also, the number of people within a 3 hour driving radius is far higher for OSU than SU. The bulk of NYS population is NYC and LI.
