The SEC voted against the proposal not the ACC, it was erroneously reported that the ACC had voted against it but later changed to the SEC voted against it. This can be verified by checking the NCAA site on the vote, also stated in this CBS Sports news article.

It still seems odd, but is irrelevant.
Perhaps the ACC knew it wasn't going to pass and didn't want to make it more controversial.

ACC, SEC, AAC = 5 votes

The author Mike Davis of Sports Politico should be ashamed that he wrote a story alleging the the B1G was out to get the ACC when his main FACT was totally wrong. Once again the media only cares about clicks not facts.
