I think if you gave all schools the option of practicing through the bowl season without having to play in the garbage bowl games, most would just practice, rather than go and play.

Especially when you have to face an option attack like Navy's. Cut blocks are a good way to ruin a fringe NFL players last game in college and his chances at playing in the league.
