Hand timing is faster?

Typically, yes. There is a slight delay from when the athlete starts the run to when the person hits the button on the timer. With some variance in margin of error from one run to the next, it's difficult to accurately compare different guys, especially when fractions of a second are a big deal.

Laser timing allows for greater accuracy and consistency.

You’ll typically see faster 40’s at Pro-Days than the combine. It’s obviously lazered but coaches will still have stop watches in the stands.
