Reduce scholarships by 25% for 5 years, ban them from bowls for 5 years, allow players that are currently there to transfer and play right away, with no restrictions.  Also, ban PSU from participating in the B1G championship game for 3 years.  Allow them to keep the revenue stream from the B1G, but make sure that it gets applied disproportionately to the other athletic programs and academics.  No money from the B1G championship should go to PSU football.

They have to target the culture, and to do that they have to target the old leadership and the big time old school donors.  Period.

Also, there should be an investigation into the PSU alumni, politicians and other people of power that contributed and were involved in 2nd Mile.  Something tells me there are plenty of stones left to be turned over.
