Did the NCAA do away with the whole protected seed thing where the top four seeds in each region would play their first and second round games close to home?

I thought the rule was that those seeds would play games against lower seeded teams closer to home than the team they were playing. Did they do away with that, or was SU just the benefactor of some odd seeding issue?
 
Protected seeds are absolutely the goal still. Just weird logistics and seeding rules screwed us this year I guess
 
I think because the Big east got in so many bids they had to prevent a match up before the elite 8 before they took the protected seeds in consideration.
 
So according to mapquest, San Jose is 46 miles from Berkeley. That would be like SU playing in Rome, ny, or at Turning Stone.
