Yes they can. It happens on occasion, for example Cal’s QB flipped and signed with Oregon before transferring back to Cal. Julian Sayin also signed with Bama, then transferred to Ohio State after Saban retired.

Would have to happen in that Jan 2-15 window though, after that I think they’re here for the year under current rules, I guess unless they do something similar to what Jake Retzlaff did.
