The Transfer Portal came first. It is a website where athletes announce that they want to transfer and allows schools to recruit them without being hit with a penalty for tampering. There have been a large number of athletes who have entered the portal and either withdrew their names or were not recruited by another school. The change to the transfer rule allows undergraduate athletes to one "free" transfer without having to sit out for a year like they did before.
