I was watching this game between Syracuse and Oklahoma on youtube and was just wondering when they implemented the no running into the kicker rule? Our punter got crushed twice which led to the outcome of that game.
 
Unrelated to your question, but Spotwood was sensational before he got hurt.
And Spotwood, Jim Turner and Kevin Johnson was a pretty nice receiving corps.
 
Watching the video, I would say that the defense got the ball in each instance. So I think you can run into the punter if you block the ball.
 
If the defense makes contact with the ball, the punter is fair game.
 
So frustrating. Both were bigtime penalties, as far as i remember that penalty was live in tje 90s. We got homejobbed. Damn i miss teams like squad...Mcnabb, Johnson, Spotwood, Dariius, Greenwood...the days when our special teams could take amy kick back for 6, our defense was nasty, our offense was EXCITING
 
I dont remember the ball being hit before the kicker on those
 
Man, Special Teams just killed us in that game.

As for the question, that rule is the same now as it was back then, if the defense touches the ball, the kicker is fair game. There is no foul.
