Solve the flopping problem

Create an unsportmanlike conduct foul for flopping.

There may still be some flopping, but it worked for hockey when they instituted it, it's not nearly as bad as it was.

Watch the replay on the Triche charge. Thomas gets there late, then turns his body when BT is in the air because he was scared of contact. Triche hits Thomas in the shoulder and Thomas flops like he got hit by a truck. Shouldn't reward bad defense and acting

And yes I consider that bad defense. He was sliding from the weak side - he could have jumped with Triche and challenged the shot.
