The team keeps the arrow till there is a held - jump ball then the arrow changes.. And to answer your next question the team who loses the tip off receives the arrow.

Maryland won the jump ball to begin the game, so SU had the possession arrow.

There was a tie up at the 19:00 mark of the 1st half, so SU was given the ball, and the arrow turned to Maryland.

Since there were no more jump balls during the 1st half, Maryland started the 2nd half with the ball, and the arrow turned back to SU.

Had there been a jump in the 2nd half, it would have been SU's ball.
