Many of the games would be easy. The stating place is with games that are truly old. You need to protect all of those, if possible. One that can't be is UNC-Wake, first played in 1888 and now at 105 games. It lost annual status when we expanded to 12 teams.

Next is to preserve as annual any games that are, or easily can be, nationally significant.

Third is to emphasize border state games and regional/sub-regional games.

Here are games I think are MUSTS

BC - Syracuse, Pitt
Syracuse - BC, Pitt
Pitt - Syracuse, BC

Those are all chosen to maximize interest in ACC football north of the Mason-Dixon line by having the 3 schools all play one another annually in a mini-round robin.

Louisville -
UVA - UNC, VT
VT - UVA, Miami
UNC - UVA, Dook, MooU
Dook - UNC, Wake
MooU - UNC, Wake
Wake - UNC, Dook
Clemson - GT, FSU
GT - Clemson
FSU - Miami, Clemson
Miami - FSU, VT

Games that I think are Near Musts

Dook - GT

The only one of those games that is not now annual is FSU-GT. Because GT is the closest school to FSU, I think that game should be annual if we can eliminate divisions.

Everything else is a matter of preferences and negotiations. True balance is impossible.

And let me add something about Louisville. I think the UofL should have 1 annual game from among one its BE rivals, which means Pitt or Syracuse. I also think Louisville should be given an annual border state foe, which means either VT or UVA.
 
If it works that everyone gets 3 permanent opponents, our first 2 choices are easy - UNC and VPI. After that, there's no obvious school to pick (at least to me), so the ACC front office will probably look at that situation as giving them some leeway if they need it. Our nightmare would be Klimpson, F$U, or Miami as the third because we'd be viewed by Greensboro as their "easy win in an otherwise tough schedule." Some percentage of our fans will scream no matter who is put there other than ND, which just ain't happenin'.

Nobody would get ND annually. ND will keep rotating among all teams until it goes full member in football.

Several have posted workable groupings, at least from my Orange-biased perspective.

I'd also be interested in seeing what the top three rivals would be if each school could pick their own and rank them for each school. The math doesn't need to work out (i.e., everyone could pick North Carolina if they consider them a top historical rival). In fact, I'd rather that it didn't so that we can identify where the potential conflicts are and see if there is a viable solution.

I believe that you intended to add Louisville as Syracuse's 4th annual game.

A 9-game schedule won't happen until college football goes to a13 game season. The reason is simple, the 4 ACC teams with an SEC finale won't go to 9 ACC + SEC + Notre Dame = 11 games out of 12. Will never happen, and I don't blame them.

I'm skeptical of that. Divisions or not, a 9 game schedule + standing annual OOC opponents + ND every 3rd year means FSU, Clemson, GaTech and Louisville would have almost no schedule flexibility. They'd fight a 9-game schedule tooth and nail I would think.
