Maybe we could also go the Big Ten route. Games against AA teams don't count toward bowl eligibilty. I know most teams would probably just schedule an Group of Five game instead, but I think overall, it would be a tougher game to win. Add another game in conference and have at least one OOC game against a P5 school. Most schools lose money on bowls, especially the ones featuring 6 and 7 win teams, while the bowl committees and TV make money off them. But a school can't decline going. As much as they like the exposure and the extra practice, I'm sure they hate losing money more. The ACC can't do this unilaterally, but I could see a movement to reset the bar at 7 wins and kill off a dozen or so bowls.
