Not on iOS. I tried with 3 browsers on my iPhone (AT&T). All attempts result in:

Response Error.

My chat bar was missing too. Realized my desktop PC was in mobile mode. Switched back to A&O and the chat bar reappeared.

It is but it won't let you pop out the chat room. It's just one big window.
