Russian Olympic athletes were not banned for the State sponsored doping program. Instead the IOC got really tough and went after the Russian Paralympic Team and banned them instead.

Pretty much how the NCAA handles the blue bloods.

The IOC did not ban them. They were banned by whatever agency oversees the Paralympics.
