Last year they came close. All bowl-eligible teams were invited to a bowl except Temple. And a couple of teams, such as UDub, won their sixth game in their season finale.

I count 8 slots for the Big 10, which only has 12 teams.

You can count one 1AA win in your six-win total every year. Generally, nobody plays more than one a year (although SU played two last year and needed seven wins to make a bowl game).
