I'd say a couple days after signing day or when the new staff is complete, whichever is later.

Easiest way would be to take the top however many with the most "likes" and make them finalists for an official voteoff. Maybe also include the most liked ones posted on each page/each day/etc. since earlier posts could accumulate more "likes" just from being on the board longer.
