While I profess no particular knowledge of the particular impact a given college has within its "market" area much less the impact of national appeal, I took a quick look at the head count for the ACC TV markets:

Syracuse - I boldly assume is New York's Team 22,000,000 people
Washington/Bal 8,500,000 people
Boston 7,500,000 people
Miami 5,600,000 people
Atlanta 5,600,000 people
Raleigh 1,700,000 people

Presuming that TV marketing is driving a major portion of future expansion considerations does adding Rutgers or UCONN increase the value appreciably of the ACC to televison? Personally I would guess yes to UCONN and no to Rutgers.
 
Don't forget Maryland, VT and UVA in that DC/Baltimore area and Clemson pulls pretty hard in Charlotte. FSU does well everywhere in Florida, and the addition of Pitt will give another 1-2million as well.
 
Both of them would end up locking in the NE and locking everyone else out - I foresee an ACC network coming soon - advantage goes to both the girls & UConn.

Left out Pittsburg with 2,400,000 people.
 
This move essentially wraps up 90% of the East Coast, which happens to be the media capital of the country.
